Considering the future of the Marco Polo II program beyond 2013, when it is to expire, UIRR envisions a premium to be paid automatically for every tonne- or TEU-kilometre shifted to rail would best fulfil the aims of supporting modal shift away from road. This would allow the reduction of the administrative burden, while encourages the most efficient techniques and organisations at the same time to facilitate more modal shift, and prevent distortions of competition.
